From the Tools menu, click on Options.

In the general section of options, click on Connection Settings in the lower right.

Choose Manual proxy configuration. In HTTP Proxy enter 69.39.100.27 and to the right of that enter 8080 in as shown in the picture.

Press OK and you are done.

If you wish to disable the content filtering service, choose Direct connection to the internet in the last screen instead of Manual proxy configuration
