Go to the Tools menu and click on Internet Options.

Click on the Connections tab. Click on Lan Settings... if you have broadband. Click the Settings box in the dial-up section if you have dialup.

Check the checkbox to the left of Use a proxy server. Click on Advanced.

Fill out the proxy settings page as shown. The only things which should be filled in are 69.39.100.27 in the proxy address field for HTTP, and 8080 in the port field for http.

Press OK and you are done.

If you wish to disable the content filtering service, uncheck the checkbox for Use a proxy server which you had checked in the third screen of these instructions.
