From the Edit menu, click on Preferences.

Click on the plus next to the Advanced category. Click on Proxies and fill in the page as shown. The Manual proxy configuration button should be selected. HTTP Proxy should be filled in with 69.39.100.27 and to the right of that, Port should be filled in with 8080.

Press OK and you are done.

If you wish to disable the content filtering service, choose Direct connection to the internet in the last screen instead of Manual proxy configuration
